A single-use plastic item is a plastic product designed for packaging or consuming food, distributed individually, and meant for one-time use or a short period before being discarded or recycled.
The by-law takes effect on March 28, 2023. However, establishments are encouraged to begin transitioning towards compliance before this date.
The by-law impacts Montréal grocery stores and restaurants, including those offering on-site consumption, take-out, or delivery services.
The by-law bans the following single-use plastic items, regardless of whether they are compostable:
  • Cups
  • Glasses
  • Stirring sticks
  • Straws
  • Utensils for on-site consumption
  • Polystyrene (no. 6) and compostable plastics (no. 7 PLA and PHA) plates, containers, lids, trays (excluding those for raw meat and fish), and utensils for take-out and delivery.
Yes, the prohibitions do not apply to:
  • Non-profit food aid organizations, such as charities distributing food or meals to vulnerable individuals.
  • Establishments that exclusively offer home delivery services, like caterers or warehouses not open to the public and delivering directly to clients, either personally or via an intermediary.
  • Foods pre-packaged outside the establishment.
  • Plastic-coated cardboard cups, glasses, and containers (compostable or not).
Yes, plastic trays for raw meat and fish are exempt from the by-law.
No, the by-law prohibits the use of compostable plastics (no. 7 PLA and PHA) in plates, containers, lids, trays (except those used for raw meat and fish), and utensils for take-out and delivery.
Yes, these items are exempt from the by-law and can be used for on-site consumption, take-out, or delivery.
Yes, non-profit food aid organizations, such as charities providing food or meals to vulnerable individuals, are exempt from the by-law.
